I cannot disagree with you Claire. There are, it seems to me, two significant barriers to making progress with this. The first is that education is a political football and our election period is so short. It is difficult to imagine our governments giving the MoE a long enough time frame to develop such a system.
The second is that, in my experience of working for both, neither the MoE nor NZQA have the competence to manage such a project. A shift of mindset within each organisation is necessary.

An innovative assessment system sounds awesome. When I imagine how that will be built when I imagine the milestones that need to be incorporated, I imagine lots of upskilling and sharing across schools. In order for that to happen, there needs to be the willingness of time and resources. So then I wonder how we can make that happen. I like all these ideas and I agree with you 💯- so... how do we make this happen?
I find the latest edition of the Gazette remarkable. This MoE publication focusing on mathematics is packed full of teaching ideas that we delivered as PLD ten years ago, more maybe, with the addition of an emphasis on mataraunga Maori. Maybe remarkable is the wrong, perhaps refreshing and well grounded are better adjectives!
